In 2002, the International Criminal Court (ICC) began operating The Hague, Netherlands, with the mandate to prosecute genocide, war crimes, crimes against humanity, and aggression perpetrated by individuals anywhere. This is the world's first permanent court with this mandate. The US had a prominent role in the creation of ICC, but has not signed the Rome Statute, the document that provides for the creation of ICC>
